No cold water in shower?

We have a problem with the shower temperature. If you dial the mixing lever all the way to the cold you still only get hot water.

It is not comfortable to use. The house is five years old and has been like this for some time.

A picture or description of the shower valve in question would be great. The valve is a thermostatic control type, otherwords, pressure balance or anti scald, the cartridge may need to be replaced, this type of valve, the hot and cold setting can be adjusted on the spool behind the handle also, the original plumber or service plumber could have set it to meet the needs of the current customer, or just set it improperly in the first place.
