I think I understand what you are asking... ( I carried an Asbestos Abatement Supervisors license in IL. years ago...

I have not seen any studies or testing on water quality in Southern California that has addressed possible asbestos contamination of drinking water supplies due to the use of old transite pipe.

I'm not even sure I could find a PEL for asbestos in water.... If you used the Air PPM criteria I would be willing to bet they have a big problem.
A plumber could be opening himself or herself up to possible litigation if an exposure claim is raised from a repair of this material due to this materials friability and the just nasty stuff that injested asbestos can due to a person ( just as bad as inhaled)

The new Transite is NO BETTER!! Calcium Silicate is the new Asbestos.

Maybe WestCoast has more information on this since he is in SoCal.
