I have a Rigid Band Saw that has only been used about a dozen times. Recently, the tire on the bottom wheel started coming off. I runs less than a minute and the tire starts to come off. I have readjusted the tracking,the guides, and the tension but no matter what I do, the lower tire continues to come off. Would glue on the wheel help?

Take it in for free service if it is registered or replace the tires

The stock tires are junk. Adding glue would make future replacement hard, and might throw off the balance, which I'm sure you'd find even further annoying.
Replace them with urethane tires. It's a modest investment, but well worth it. Take your pick of vendor:
