Heard this from 2 different people who use to live in NYC. They said that anyone unlicensed is allowed to do plumbing in a home because the homeowner can do any type of plumbing so the unliscensed guy would be working under the homeowner. This cannot be right, is it?

I doubt it. If NYC is like Westchester (northern suburb), the homeowner can't even do any plumbing.

Its my understanding from one of my guys who is from NYC that the usual stuff such as minor repairs and fixture replacements can be done WITHOUT being licensed or needing to pull permits.
He did state that major renovations/additions would require permits and a license.
