I just saw a TV commercial for a device called "powersaver"

I AM NOT SELLING OR HAVE ANY FINANCIAL INTEREST IN THIS PRODUCT!!!!
I am wondering if this is another consumer scam!
I think the premise is some sort of capacitive device to effect the power factor.
They "claim" it will save your 25% of your electric utility bill. I think this is based upon various motors like the heat pump, pool, spa, freezer, refrigerator, etc.
I truly doubt it will effect electronic stuff like TV sets and computers.
Anyone here heard of this thing?
