Here is a pic of the Backflow Preventers installed in a LARGE laboratory environment. I did the plans and got the approvals on the Backflows.

Looks very nice. When we install anything that needs supports, the supports need to be painted to prevent rust. Just provides a finished look. What do think gives you more self worth? Being the plumber who installed the system of the engineer who designed it since you've been on both sides of the fence?

why is there a valve in between the strainer and back flow ? if you have one before and after ?

I honestly think that to me I'd rather say i installed it.... I may change my mind though. Only time will tell.

The health department required it. They couldn't comprehend the system without it. I believe when i was speaking to him on the phone it "did not compute"

If you are referring to the setup pictured below then the answer is fairly simple I think...
RPZs are certified as a whole unit only and cannot be re-arranged in any way without voiding the certification...
The unit generally consists of the two valves and the central body of the RPZ assembly...
In other words, as I understand it, if the valves are removed or relocated, the RPZ can no longer be considered useable...
