Is tongue oil safe to use on a childs out door table? I know that the oil saturates intyo the wood, but if a child was to eat a piece of food right off the table, would there be any problem?

Pure tung oil is child safe but will not do very well as an outdoor wood protector. You may want to consider cedar or the like for outdoor furnature. I would be more concerned with what falls from the sky with the rain or animals leaving things behind to be more dangerous to the child than just about any finish

Yes. I think the finish would be the least of your problems when it comes to out door table and food.
