DP15501 Drill Press

I have a RIDGID DO15501 Drill Press, The unit appears to work just fine but when I attempt to do a belt adjustment, I can not move the Belt Tension Handle. I have loosen the lock handles but the Tension handle will not turn clock or counter clock wise

I would try working the belts off so there is no pressure on the motor and see if the lock handle moves. I may be that it is just frozen and with no pressure from the motor you can work it back and forth to free it up.
