Does the sander oscillate up and down in the belt sander configuration?

If so, how high does the belt come up?

It uses a 4" belt but there is only 3" showing on the floor model.

I'm almost ready to buy it.

Yes it does oscillate in the belt sander configuration ... 3/4" specs below

As a belt sander, it gets a 1 rating out of 5. As a spindle sander, it gets a 3 out of 5 rating. This is my personal opinion, on a machine I've owned and used extensivly for nearly 2 years. Mine is pre OWT and gray. Indexing the table to the shaft @ 90 degrees is near impossable. The plastic components that seat the belt with the miter slot is too flexible to be accurate and useful. At best, it's a hobbiests machine. Best used for freehand work, and not precission sanding. And spindle sanding is 99% freehand, thus the higher rating for that...only.
