I've tried to align to the 90 degree position as recommended. When I try to tighten the allen screw at the 90 position the blade moves out of kilter. What am I doing wrong?

Uh, what tool, Bill? ;)

Just in case it's a tablesaw, the allen screw isn't a "tighten", it is a stop.

As Dave pointed out the set screw doesn't tighten anything, it is the stop itself.

Try this to align your saw. First check the squareness of the blade to the table surface. If it is out, move the blade to the 10º position and make a slight adjustment to the correct set screw (left screw for 90º, right for 45º). Bring the blade back up against the stop and check it again. Repeat this process until you have the adjustment made to your satisfaction.
