cleaning 5" horizontal storm drain

a hospital has two 4" verticle storm risers entering a horizontal 5" clogged header, what 's the best method of clearing the mud from this horizontal hearder? :eek:

I would Hydro-Jet them. Then I'd sell them a service agreement that would keep the lines open year round.
