Battery Charger

I have a question regarding the battery charger. I bought the 2 piece combo with jig saw and drill and it came with a single battery charger. Well when I charged the batteries it was quiet. Well I found a better deal on a 4 piece combo, so I returned the 2 piece and got the 4 piece combo which came with a dual battery charger. I hooked up the dual battery charger and put the batteries on it, it was loud when charging, like a fan going. When I disconnected the batteries, it was quiet, where as my single battery charger was quiet when the batteries were charging. Is there a problem with my battery charger.

the dual charger has a fan that cools the battery while charging. thus helping to improve the life of the battery:D
