Is Flat Rate vs Time and Materials a contnetious issue with electricians?

The company I work for is T&M, this way if the cost of materials goes up the customer pays for it and we don't go into the red. The customer is told up front so they know we are not ripping them off. While working in some older home we do inform the homeowner that what is not in the original bid they will get billed for. We don't do many large buildings since it is just 5 guys working together but when we leave every things is working, even if it didn't work before.

I haven't noticed anyone in Brisbane really pushing flat rate yet.
