I have a situation were it takes turning off two breakers to turn off one light. Is there a safety issue I should worry about this and if so any ideas on what would cause this.

If this is true, you should trace to the point of cross connection. Apparently someone tied two circuits together. This would be in one box. Probably a 12/3 or 14/3 romex. You can tell this by looking in the panel at the wires that go into the two breakers you must turn off. Then trace to the first j-box.

You need to fix this. Since 2 breakers are feeding one line if you have a problem you can supply twice the rated current to the wires after the junction point which could result in a fire
