Can the SR-20 be used effectively to locate buried feeder cables in a substation environment (with overhead 138KV lines?)

This should not be an issue; however, the best way to test if the SR-20 will be able to trace out a line in a particular situation is to have one of our representatives come out and show you a demo on a live line.
