Approved cover for a junction box?

Default Approved cover for a junction box?

We have a contractor building a child development center that had to mount some childrens storage cubbies on the same wall as some four gang outlet boxes. To do this he removed the recepticals, joined wires and now just uses them as a junction box. The wooden cubbies had to be mounted tight to the wall, but came up half way on the junction box. His solution was to cut off the bottom half of the cover plate, slide the cubbies against the wall and silicone the bottom (cut edge) of the cover plate. So now the top half of the box has a cover plate and the bottom half is covered by the wall mounted cubby.
Is this an approved method to cover a junction box in the NEC, and does any one know a reference that addresses this?

the whole purpose of a junction box is to show were a junction in a circuit is made it must be accessable at all times so i would say no that wouldnt be the greatest idea

You also CANNOT use anything but an approved cover for a box. ESPECAILLY a combustible material.

Tell your contractor to do the right thing and make that box accessible with an approved cover!!!
