Did anyone try this alternate cooling system in any application?

If I am right this is being used in car fridge or heaters. You can keep up to 12 cans of 33cl cool in a heated car but have to wait quite a while. It does not cool unlimited but makes a difference of 8°C if I remember. I do not immediately remember other applications but I am sure there are several.
