Probably the easiest way to do it would to use Windows Movie Maker, your computer should have it installed. It's not too difficult to figure out and allows you to do basic movie editing. You can add the picture file to the storyboard and set it to display for the the duration of the music. Then you add your .mp3 file to the audio track. It'll then allow you to create a movie file, just make sure you use a file type compatible with you tube. Give it a name to save the file as, and it should upload to you tube just fine after that.
