the charger that comes with all 18V nicad tools charges all batteries from 9.6V to 18V.
When I fisrt read the title of this thread I thought the same thing as you, but now I think he meant a charger that is powered by a 12 volt source. Would be nice to plug a charger into the car or truck, don't think Ridgid make one?
Assuming he wants to charge Ridgid cordless tool batteries from a 12 volt power source the easiest and least expensive route would be a small 12 volt to 120 volt inverter. I checked my Ridgid 18 volt LI charger which will charge all Ridgid batteries with the exception of the 24 volt and new 12 volt mini drill. It has no current requirement on the spec label, however I would guess an inverter of sufficient size to do the job would be around $50 or less.
