Is this vent system good up to 30 ft

good for 30' depends on you and your situation, as long as you grade the vent 1/4" per foot up, and the drain, 1/4" per foot down and be able to hit your house drain, you have no problems, it will work perfect.
a double compartment kitchen sink and the dishwasher is fine for this situation.
Meaning-- in your diagram the floor in my addition no floor / concreate slab
Last question -Can i use regular PVc pipe ,Or do they make special grade for use with concreat
PVC pipe depends on your situation, you cannot put the pipe in the concrete, it has to be below the concrete and sleeved where it penetrates the concrete.
You need a minimum cover over your pipe, clean dirt, I think it is like 4" min of clean dirt before the concrete goes over, I cannot remember for sure, I am sure mark will know the exact minimum cover, if there is one.
Why not just use a AAV? Not the greatest way to do it but it but they are code approved in some states (not sure about CA). Or you can make it a combination drain and vent if you don't plan on installing a garbage disposal just increase the pipe size from 1 1/2" to 2"
