    I don't know what exactly "or other approved location" means, but reading the "exception" kind of tells me that unless it's approved to be installed anywhere other than the exterior then it's a no-no.

      tool, keep in mind, anything installed prior to the seismic valve is not protected. typically the only piping not required to be protected is exterior piping. very typical to outdoor pool piping.

      garage piping should be protected prior to entering the garage/ structure.

          I would imagine having it on the exterior would prevent a gas leak in the event that a quake caused enough movement of the garage wall that the pipe is penetrating.
