I'd take an educated guess - but I'm unqualified.
It ain't just soot, it's paydirt.

I have found the bottoms of meters with pin hole leaks and it racks up a nice bill. Why was nothing said after the first high bill? Was the meter not spinning while nothing being used? How many toilets in the home? They can rack up huge bills for a flapper not sealing well. If they tested the meter then there was nothing wrong with it. Many places will change the meter out at least once just to play nice and rule it out at the same time...was that done? There are a lot of things that could have jacked this bill up.

Poor man, sounds like a leakage problem or maybe incorrect reading

Here's a handy drip calculator that shows how fast a little leak can move water down the rat hole.

I would of told the water company to come get their f***ing meter right now, as I'm installing a well pump instead.

That would of been my answer to them.

You know it was an ongoing issue that he knew about and possibly could have prevented to that extent. I smell something fishy going on. At that price tag he would have hired a lawyer if there were any way it was not his baggage.....don't you think?

I'd be interested in the maximum flow rate if all his spigots were open. Measure that for one hour, and then calculate whether or not it is even feasible for that much water to flow through his meter in the 3 month period.

In my locality, if you have a licensed plumber give a written statement that he found a leak and repaired it, they will reduce the bill to your normal monthly average. The utility also calls as soon as they get the meter read to alert you of a problem. I have a customer who due to a failed check valve pumped county water into a abandoned irrigation well. The bill was over $2K and they reduced it to his normal $65/ month.

Well if he did have a plumbing problem he will get another 10 grand bill..

I agree with Joe. If the pipe size was even capable of that much GPH for three months..
