      Around here when a feeder main blows like that Waste and Water services can't find a working valve to turn it off quickly. Usually because WWS have never exercised the valves since installation and they are stuck open, or the valve access is full of winter road grit down to the operating nut.

      They sometimes have to go a few blocks to find one that they can operate with the valve key or wait for the Vactor truck to come and suck out the valve access and try to use that valve.

          I have seen my share of busted mains. We had something like this happen by O'Hare airport back in the 80's They had a saddle blow off a 12" water main, it shut down the airport for a bit.
