shower timer to control my kids' showers (and perhaps customers' showers)

hi there
I bought an Acqua Tempus, a programmable shower timer with cut off to prvent my kids from wasting gas and water some months ago; it is this device, https://areliametershop.com/
I installed it straight away and both bills have dropped quite a lot, it is being quite profitable and easy to use

now my brother in law is thinking of buyin quite a few for a road motel in Nevada, about 20 rooms,
my question is: can I have some advise about this water saver in a hotel? does any one know whether it would be ilegal to put these shower timers in a motel to save water and gas?
