      Thanks everyone. I'm going with two Carrier Infinity heat pumps. one to do the upstairs and one to do the main and basement. NO risk of fire or my electric meter spinning out of control with the baseboards.

        I wouldn't recommend putting gas anything in a rental unit, especially if your family is also living in the house. You never know what type of tenants you might have. And, as VASandy said electric has the possibility of starting an electrical fire.
        Hmm, been renting place close to others for 10 years now, and haven't burned the place down yet, with gas. I'd personally be more worried about electric baseboard heating and dumb people.

        Electrical fire with electric heat would start only if the electrical installation was/went bad.
