  • Water leak from top of basement door

IMO it's not likely that its coming from the roof, but it is a safe bet that that the water is getting behind the brick at the base of the windows where the siding starts. The wall behind the brick is protected by #30 felt paper so nothing would be leaking there as long as the felt paper sheds water, but when the water runs down that felt and reaches the door, it would appear at the exact spot you have the leak.

May its just because windows are not properly insulated. The water is condensed on the windows and gradually dripping down from the windows and accumulate down there.

According to me some measures would be taken in order to repair the windows. Because the water is dripping down from the windows, So, until and unless the windows will not be repaired, this problem will occur for long.
