Only half of plug works

Check the tightness of the screws, on your outlet also.
Black Wire attaches to the Gold Screw, on the outlet
White Wire, attaches to the Silver screw, on the outlet
***Always attach Ground, to Green Screw Ground Lug

Also, tighten Breaker, & Bar connections in panel

I think there could be a number of reasons. Some times it could be a fuse or a primary feed breaker. Check every time whether appliances are working.

I am no electrician .... that being said my guess is that the outlet circuit white neutral wire at the main box is loose on the neutral bar creating a open circuit at the receptacle's .

Plugs that worked good but every since new heat pump was wired into fuse box I have power at plug but no neutral . Anything plugged in does not work
