    What is the adjustable resistor called that controls at what outdoor temp a heat pump stops trying to work?

    That would be the outdoor thermostat on most heat pump units. If you are referring to some type of resistor that changes resistance with outdoor temperature then you would be referring to a thermistor. The purpose of these components are to energize the auxiliary heat when the outdoor ambient drops below a set temperature.
