I think my dad had one like that, do not know if he bought it new or was his dads, and I remember playing with it as a small child, (not sure where it is right now), but I would guess 1920's to possibly early 1950's, My dad started to farm in 1940, and bought some things of the renter on the farm here, (and remember my dad saying the bought the pipe wrenches on the sale), and the renter took over in about 1920, but was a good friend of my grand fathers, and Grand father homesteaded the place,
