I can almost guarantee you if you submit a certified letter to the governing body (Here DOI holds the real power) that they will be responsible for ALL claims regarding new PEX installs because they are requiring installers to overstress the tubing, you'll see something change.
I agree with JC have had similiar situation with watermain and the DOH here kind of fell flat of their face and had me test to 200 vs. 270 required. A lot of ductile iron fitting are only rated to 250 psi and we were required to test 1.5 times the existing water pressure. It was deemed that 200 psi was sufficient.
