Looks like a docking hatch linkage adjustment tool used on the Space Shuttle but hard to tell as there are no photos in your post.

Its a farfegnugen adjuster. Came standard with all VW's purchased in Europe back in the 80's. Never made it into the US, as the U.S. - D.O.T. would not allow them to be imported with the VW's because they felt American drivers would be to distracted by the multi-function capabilities and uses of the Farfegnugen adjuster. God forbid you get your "Farfegnugen On" while driving.
To me it looks more like a "Part" then a "tool", looks like a valve in side of a hydraulic system, (all but the one end, that is oblong),
