    Depends on where the device is installed. If its at the meter or curb then no it does not help the HO, it protects the rest of the water distribution system from whatever contamination may exist in the private portion of the system as AP said; namely the piping within the home or business. But if installed at say the makeup water connection to a boiler then it protects the balance of the system.
