In 30 years of plumbing, I've seen this onlyonce and I can't remember the explanation. Toilet flushes normally. After the flush the bowl water drains away. The sewer is not plugged. I know about toilet bowls syphoning when the sewer is plugged and the vent is covered allowing syphonage. I even set the toilet on a bucket and watched it drain away.
