Have you checked to see if upper and lower wheels are coplaner? I had to put a long (4') level up to the saw and adjust the upper wheel to be in the same verticle plane as the lower. If the lower is too far "in" you may have to take it off and add some shims behind it.
To adjust the upper wheel, use the knob on the back. There are two knobs on the back of the upper wheel. One adjust tension, and the other adjusts the upper wheel in and out.
I put it all back together better than before. There\'s lots of leftover parts.
It could also be that the tires are just loose and stretched out. This happened to me after about a month with my bandsaw, but it was the upper tire. Just kept slipping off whenever I turned the bandsaw on. The stock tires are pretty crappy...
Replaced 'em with urethane tires and problem solved.
