It's my personal opinion, and for me, a safety issue because of my failing eye sight. Guards, dust collection above the table is not an option. If the table is maintained, there should be NO dust coming above the table with adiquate dust colletion. (I am working on a design to suck directly from the blade on my 2424)
The cut is made with the downward stroke of the blade, putting the dust below table level. That's where it should be delt with. If you have rooster tails, then you need spend time and properly align blade/fence/miter gauge, period. Just my 2 cents.
