I would like to try an inlay for the first time but want to use stained material for the inlay. How do I sand or scrape the surfaces flush without removing the stained surface?

You could make the inlay, use two sided tape to hold it in place, sand or scrape the surface, remove the inlay to stain it then glue it in place. The surface may not be exactly flat but should be close enough for a film forming finish to hide the inlay being minutely below the surface. You may want to consider an exotic wood for the inlay, they are available in just about any colour/texture you could want and although expensive inlays use very little wood
