....saw a drain valve on a water heater that didn't look like others. i believe it was a rheem manufacture but not sure. it didn't have any handle but instead a slot. it looks like you operate (open it) with a flat screwdriver! is that correct? does the nut have to be loosened first? thanks in advance.

Yes, you are correct. Rheem and others are using these more frequently. Don't loosen any nuts or anything, just use the slot (a la Sloan flushometer shut off valves.
