In Georgia, as long as it's still registered as a '47, it's exempt from any inspections. But it must be 'road worthy' (which is subject to local law as well as each law enforcement officer's own interpretation) or risk being ticketed.

Around here, there's a hot rod club on every corner and a hot rod show/swap meet just about every weekend at one place or another.
As far as insurance goes, unless it's a really high-dollar ride, just get a quote for liability and uninsured motorist coverage from your regular insurance agency. For the high-dollar stuff, there are insurance companies that specialize in antique/classic/collectible autos.
